A high-profile source has disclosed to this publication that a letter from Washington attributed to US President Joe Biden is what has stalled plans by Ugandan head of State Gen. Yoweri Museveni to assent to the anti-homosexuality Bill.
In the said letter which remains unpublished to the public, President Biden warns Museveni that the US is ready to withdraw all aid worth $1 billion if Kampala assents the anti-homosexuality Bill into law.
Our sources at Parliament say the president and his Deputy Attorney General Jackson Kafuuzi after discussing the Biden letter, are considering amending some harsh penalties imposed on tourists who may be gay and have visited the country. Earlier in the recently passed Bill, tough penalties are in place for gay tourists who visited the country.
The Biden letter to Museveni which has not yet been made public asks Kampala to back off the ‘archaic Bill’.
US-based gay rights activists had rallied Biden to slap sanctions on Kampala if the Ugandan president assented to the Bill. High-profile LGBTQ groups like UK Alliance for Global Equality, UK Black Pride, ACT-U0 London, Rainbow Migration, Peter Tatchell Foundation, and STOPAIDS.

On April 20th after succumbing to international pressure and warnings from Diplomats and Ambassadors, Museveni met with the NRM Parliamentary caucus and reiterated that assenting that Bill into law would be costly to the country in terms of economy. Museveni told his MPs to be ready for ‘salary cuts’ if the West withdraws aid in retribution for the anti-homosexuality Bill.
