Ms. Eva Kwesiga, the Kalangala Resident District Commissioner, has put a stop to the ongoing construction at Bubeke Health Centre III due to subpar work. In a letter dated October 19 addressed to the Chief Administrative Officer, Mr. Friday Kyomya, she mandated a halt in any further construction or renovations until the contractor, Muga Construction Service, appears in her office.

The letter, sent in response to the inability to commission the project a month prior due to unsatisfactory work, highlighted the poor wiring, plumbing system, and structural issues such as cracks in the ceiling, incinerator, and leash pit. Ms. Kwesiga emphasized the need for corrections before official commissioning, expressing dissatisfaction with the overall quality and value for money.
In an interview, Ms. Kwesiga asserted that payments and construction activities at the site would remain on hold until the contractor addresses the issues in her office. She also initiated investigations into allegations of government workers awarding contracts to themselves.
Engineer Joseph Buwembo, overseeing the project, acknowledged the deficiencies and stated plans to engage the contractor, who has not been present during the RDC’s inspections, to rectify the defects. The construction of Bubeke Health Centre commenced in 2020 with an initial commissioning target set for 2022.
It’s worth noting that Kalangala comprises a total of 16 health centers, including two health centre IVs, seven health centre IIIs, and seven health centre IIs.
