The head teacher of St Henry’s Lutti Primary School in Kyotera District is under police custody for allegedly orchestrating the hiring of impersonators to take Primary Leaving Examinations (PLE) on behalf of students at the school. Preliminary investigations reveal that Atanansi Mutesasira engaged five impersonators, who were detected by an invigilator at Kyapagi Primary School examination centre in Kasaali Town Council. This is where candidates from St Henry’s Lutti Primary School were taking their national examination papers.

Kyotera District Police Commander, Mr. Hassan Musoba, has confirmed Mutesasira’s arrest and stated that he, along with the impersonators, will face court proceedings once police investigations conclude. Musoba explained that the suspects hired learners from an unregistered secondary school for PLE, and when the invigilator cross-checked their index numbers, discrepancies arose.
The impersonators, aged between 14 and 15, possessed identity cards bearing names and photographs of legitimate candidates who had registered for the exams. An invigilator with Uganda Examinations Board (Uneb) noted suspicious behavior during the Mathematics paper, prompting them to alert authorities. Although the hired candidates completed their final papers, evidence suggests prosecution, and their results will likely be nullified.
The invigilator emphasized that Uneb guidelines prohibit lower-level officers from disqualifying suspected impersonators; it is the responsibility of Uneb security to establish malpractice. Kyotera District Inspector of Schools, Mr. Mathias Kigoye, mentioned that the impersonators entered the examination room without wearing the school uniform, which is irregular during national exams. Both the head teacher and impersonators have reportedly admitted to involvement in malpractice and impersonation.
This incident follows last year’s withholding of PLE results for 190 candidates from three schools in Kyotera District due to alleged malpractice, affecting Kibumba Primary School, Nabbunga Fountain of Education Primary School, and Solution Primary School.
