Officials from Luwero District Local Government, led by Chief Administrative Officer Asaba Innocent, underwent scrutiny from the Local Government Accounts Committee.
This was due to questions arising from the Auditor General’s report for the financial year 2021/2022.
Committee members have also discovered something surprising that seven workers from Luwero District Local Government who had passed away were still receiving monthly payments.

The committee asked the officials to explain why money was being disbursed to individuals who had died in 2021.
This initiated discussions and queries whrere officials had to clarify why they hadn’t noticed this was happening.
The committee inquired about the rules that allowed for this mistake.
Further issues regarding money management in Luwero District emerged.
Concerns were raised about over 100 workers who had handed their ATM cards to money lenders.
Additionally, these money lenders were using the ATM cards to withdraw funds from the workers’ accounts.
The committee members expressed significant worry and called for a thorough investigation.
“48 workers did not have the appropriate tax (PAYE) deducted from their pay during the audited year,” the committee noted
Committee members disapproved of this and questioned why the district had not handled the money properly.
The committee also discussed funds in the district’s budget that went unused.
A substantial amount of money, 2.9 billion shillings, was returned to a larger fund.
This raised questions about how the district utilized the allocated funds.
Officials were asked to explain the reasons behind this substantial fund return and its implications.
The revelations from the discussions highlighted the urgent need for improved financial management and accountability within Luwero District Local Government.
These discoveries point to a broader issue of oversight and governance that must be addressed to safeguard public funds and ensure responsible resource utilization.
