According to Mathias Mpuuga, the Leader of Opposition in Parliament, members of the National Unity Platform (NUP) party could face consequences if they allow themselves to be manipulated.
Mpuuga states that the MPs’ personal decisions will be evaluated by their constituents. He made these comments while discussing two NUP MPs, Dr. Twaha Kagabo and Jimmy Lwanga, who have been pictured socializing with Gen. Muhoozi Kainerugaba, the chairperson of the MK Movement aspiring to lead Uganda.

Dr. Twaha Kagabo, representing Njeru Municipality in Buikwe district, was the first to meet Muhoozi on May 16, 2023, in Entebbe, followed by Jimmy Lwanga, who represents Bukoto South in Lwengo, in late June. Muhoozi, a four-star general and the First Son, also holds the position of senior presidential advisor on special operations.
Mpuuga referred to the two MPs as “confused lunch seekers,” implying that their actions lack seriousness.
He emphasizes that their choices are their own responsibility as adults, and their constituencies will judge them accordingly.

When asked about his control over NUP MPs in Parliament, Mpuuga, who is also NUP’s vice-president for Buganda region, stated that the MPs are not schoolboys and that he has provided them with adequate ideological guidance.
Mpuuga argues that orientation and learning are ongoing processes, and while the party offers learning opportunities, it cannot prevent MPs from seeking personal gains.
However, he appeals to their conscience and reminds them that their role in Parliament is to advocate for the rights and needs of their constituents, not to pursue personal interests. Mpuuga concludes by stating that despite their actions, the MPs operate independently.
In response to the situation, Jimmy Lwanga stated on July 10, 2023, that he believes in Gen. Muhoozi’s political ideology and would support him if he decides to run for the presidency.
Lwanga clarifies that his meeting with Muhoozi was as an MP and a friend, and he remains a member of NUP. He explains that his objective was to seek Muhoozi’s support in empowering the youth and women in his constituency, as well as reminding President Museveni of his promises to the people of Njeru municipality.
On July 9, 2023, Dr. Twaha Kagabo posted on his Twitter account that he joined the MK Movement to assess its dynamics and was pleasantly surprised by the positive aspects he discovered.
He claims to have shared his findings with fellow NUP members, leading to the likelihood of many of them joining the movement following Lwanga’s decision.
