A statement released by the World Bank on August 9, 2023, highlights its firm stance against Uganda’s Anti-Homosexuality Act.
The World Bank emphasizes its core values, stressing that its mission to combat poverty on a sustainable planet can only be successful when inclusivity extends to all individuals, regardless of their race, gender, or sexual orientation.
The Act is seen as a direct contradiction to these principles, undermining the Bank’s endeavors.
Upon the immediate enactment of the law, the World Bank promptly dispatched a team to Uganda to assess the impact of the legislation on its portfolio.

This evaluation resulted in the identification of the need for further measures to ensure that projects adhere to the Bank’s rigorous environmental and social standards.
These measures aim to safeguard sexual and gender minorities from prejudice and exclusion in projects supported by the Bank. Deliberations with relevant authorities are ongoing regarding the implementation of these measures.
The World Bank has decided to withhold any new public funding proposals for Uganda from being presented to the Board of Executive Directors until the effectiveness of these additional measures can be verified.
In a bid to enhance accountability and address grievances, external monitoring and mechanisms for addressing complaints will be substantially strengthened, allowing the Bank to take corrective actions as deemed necessary.
Despite the current situation, the World Bank underscores its enduring and fruitful partnership with Uganda.
The Bank reaffirms its unwavering commitment to assisting all Ugandan citizens, without exception, in breaking free from poverty, accessing essential services, and enhancing their overall quality of life.
